ProcessAs part of the project onboarding phase, the project team created an Engagement Strategy and Community Outreach plan, tailored to the needs of the County, community, and project. Relevant strategies, with various levels of engagement intensity necessary, were selected to engage and address the specific needs of stakeholders. In addition, we created focused opportunities to involve developers as a key stakeholder to provide input that supports the ultimate vision and feasibility of the project.
To oversee this engagement strategy, the team put together a process committee, made up of County Commissioner Liz Smith and County project managers John Cattle and Cathie Pagano. The process committee’s role was to weigh-in on the outreach plan and schedule for the project, which in turn creates transparency in the process. |
Since the summer of 2021, the project team has been engaging with community members and stakeholders to gather input on priorities and what needs the site could accommodate.
In February 2023, after nearly two years of planning, engagement, and careful design, the Sketch Plan for the Whetstone Community Housing project was unanimously approved by the Gunnison County Board of Commissioners. Since then, the project team has been working with the Town of Crested Butte on utilities.
In addition, a development partner was selected in the summer of 2023 after a robust community and stakeholder engagement process, which included a community open house on May 10th, 2023 at the Center for the Arts in Crested Butte. During this meeting, each of the 5 short-listed development teams presented their proposed approach for Whetstone, and community members were able to ask questions directly to the development teams in an open house format and provide feedback to the County team via an online form. - In August and July, around 60 people walked the site and were able to ask questions to the project team and share their ideas for the development.
- On August 26 and 27, 2021, 30-35 Gunnison County community members and housing development experts participated in a design charrette for the Whetstone parcel.
- In October 2021, the project team invited second-grade kids from Crested Butte elementary school and freshmen from Gunnison high school to share their ideas for the site and design their ideal neighborhood. A preliminary, conceptual site plan emerged from these outreach activities.
- Between January 27 and March 30, 2022, community members were invited to provide their feedback on the draft sketch plan for the Whetstone Community Housing development, by watching a project presentation video and answering a few questions through an online form.
- On May 19, 2022, we held a virtual work session with community members, stakeholders, and Whetstone followers to discuss specific elements for the site, such as Site Design & Circulation features and Sustainability & Infrastructure elements for the site.
